Communitarian Citizenship: Summary of Principles and Processes

🌿 1. Citizenship as a Status of Equal Belonging

The core tenet of this model is the principle that all citizens stand in full parity before the law. This is true regardless of origin, ethnicity, religion, or class. Citizenship is the great civic equalizer: a bond of mutual obligation, not a marker of hierarchy. Every citizen enjoys the same rights, duties, and access to public services.

This parity is foundational. It ensures that citizenship is not merely a legal category. Instead, it is a shared moral status. This status forms the basis of a cohesive, communitarian society.

2. Citizenship by Descent and the Concept of Latent Citizenship

Automatic Citizenship

Citizenship is automatically granted to:

  • Children born in the UK to at least one British citizen.
  • All persons born in the UK before 1950, recognizing the historical continuity of the national community.

Latent Citizenship for the Diaspora

To prevent indefinite expansion of citizenship disconnected from lived belonging, a latent citizenship is transmitted to:

  • Children and grandchildren of British citizens born abroad.

This latent status becomes full citizenship only upon:

  • Habitual residence in the UK for at least two years, at any point in life.

This approach honours lineage. It ensures that citizenship remains rooted in a real connection to the country, its communities, and its civic life.

3. Naturalization: A Demanding but Fair Path to Belonging

Naturalization is not merely a bureaucratic process. It is a process of integration, commitment, and demonstrated belonging. It must be a meaningful adult commitment i.e. after the age of 18, after a probation period of 10 years habitual legal residence when applying (for a person born in the UK, this period can include the habitual legal residence of a parent)

4. Requirements for Naturalization

To become a citizen, applicants must show:

A. Language Skill

Competence to at least a 9th‑grade level (spoken and reading) in one of:

  • English
  • Welsh
  • Scots
  • Gaelic
  • Cornish

This ensures participation in civic life and access to opportunity.

B. Financial Independence

Applicants must not be reliant on public welfare or state support. This is not punitive; it reflects the communitarian principle that citizenship is a status of contribution and reciprocity.

C. Good Character

Applicants must have:

  • No significant debt or insolvency.
  • No civil sanctions for anti‑social behaviour.
  • No criminal record of concern.
  • No involvement with hostile states, extremist groups, corrupt regimes, or bodies in conflict with the UK or its allies.

This protects the integrity of the civic community.

D. Community Sponsorship

Each applicant must be sponsored by two existing citizens who attest to their character, integration, and commitment.

E. Democratic Decision-Making

The final decision is made not by bureaucrats but by a democratically elected body, like:

  • A local authority panel
  • A regional citizenship council
  • A randomly selected civic jury

This embeds citizenship in the community itself.

5. The Citizenship Ceremony: A Rite of Belonging

Naturalization culminates in a public civic ceremony, which includes:

  • An oath of loyalty to:
    • the rule of law
    • the sovereignty of the people
    • the country and its constitutional order
  • A declaration of inter-generational trusteeship:
  • “I shall respect the legacy of those who have come before me, and the interests of those yet unborn.
  • A formal welcome by the community.

This ceremony is not ornamental. It is the ritual expression of a covenant — when a person becomes part of the inter-generational community of the nation.

6. Fees and Fairness

For those born abroad the cost of naturalization is capped at £5,000 per person. For those born in the UK there is no charge. This ensures:

  • The process is financially accessible.
  • The state recovers administrative costs.
  • Citizenship is not commodified.

Refugees and those born in the UK pay nothing.
